Estonia & Czech Republic Cut VAT Rate on eBooks

The Estonian tax authority has reduced the VAT rate for eBooks from 20% to 9%
The Czech Republic tax authority has reduced the VAT rate for eBooks from 21% to 10%

New reduced eBook rates have been introduced into the Version 2 API TBE VAT Rates resouce.
